Abstract

The objective of the research is to describe some variables of the institutional capacity of the Mexican municipality to determine if it is in a position to establish an equal relationship with the federation. The study is based on the terms «institutional capacity» and «local capacity». It was found that most municipalities have deficiencies in all three components of local capacity. There is a structural disparity between municipalities in terms of institutional capacity, and there is no correspondence between the wealth generated by the states, measured in terms of their percentage share of national GDP, and their institutional capacity. In this sense, institutional capacity is conditioned by the interest of local governments.
