In accordance with its population needs, Canada has established different mechanisms for allowing the entry of immigrants, visitors, refugees, and temporary workers. Since 1994 when NAFTA came into effect, the mobility of Mexican visitors and permanent and temporary Mexican immigrants working in the labor market has increased significantly. But, due to the extraordinary increase in refugee applications from Mexicans, as of July 2009, visitors from Mexico are required to apply for a visa. Despite the fact that this damaged bilateral relations, the Canadian government has not reversed it, and therefore, the number of Mexican tourists has declined.
