Abstract

The involvement of state bureaucracy -the Ministry of Foreign Affairs, the Presidency, other Ministries and Congress- and interest group -business, trade unions and non-governmental organizations (NGOs)- in foreign policy making has been understudied in Latin America, besides its multiple implications. This article proposes that the increase in the number of actors involved in foreign policy making generates three effects on a country’s foreign relations: greater stability, greater bargaining power and greater agenda setting power. Afterwards, the actors and their level of participation will be measured in Argentina and Brazil, while six international conjunctures between 1999-2012 are analyzed through process tracing so to contrast the tenets of the theory.
