Abstract

The proposal is differentiating between governance and management of irrigation systems, this because the analysis allowing management characterization is impossible from the governance point of view alone. From a management perspective, there are self-government cases in which the irrigators themselves carry out the fundamental tasks, based upon a body of accumulated local knowledge, and others in which the irrigators hired staff deals with the entire management tasks. Bureaucratic and technocratic management is found in irrigation systems with diverse locus of authority (State and self-governance).Another proposal is that while the irrigation systems self-government does not appear to have irrigation size limits, non-bureaucratic and non-technocratic management seem to be limited to a given irrigation system size. However, it is discussed that governance influences management, due to its decentralization, which is a means to reduce or avoid bureaucratic/technocratic management.
