Abstract

Using political opportunity theory we will analyze the way in which American and Mexican environmental groups use the contradictions between a value system and a set of social practices; the sudden mishaps; the illegitimacy or vulnerability of a government; and the availability of an innovative frame of action that allows them to convey their protests and vindications, in order to determine their possibilities and limitations.
