Abstract

Used tires are an environmental problem when they become "trash" and are stored in houses, thrown in clandestine garbage dumps, or abandoned on public thoroughfares, where they become shelters for rodents, insects and other fauna which can become vectors for disease and a danger to human health and the environment, particularly in the event of a fire. The main purpose of this article is to analyze waste tire management in Ciudad Juarez, Chihuahua, home to one of the largest tire dumps on the border. Results show minimal government participation until a process of mixed management began, which also involved the academic and private sectors, as well as civil society, at which point specific action to solve the waste tire problem began in earnest.
