Abstract

The article presents a review of the institutional capacity to implement public management with a children's rights based approach in Tijuana, Baja California, Mexico. The categories assessed were the human factor, institutional structure, policy process design for actions carried out with and in favor of children, experience in strategic governance, and the level of autonomy and incentive. Results show that the principle limitations to a municipal public policy administration that guarantees and protects children's rights are: a low level of knowledge and training on children's rights among municipal civil servants, the low level of reference to the Convention on the Rights of the Child in public policies, and a traditional approach to public management based on clientelism and a hierarchical social participation.
