Economic activities reflect the characteristics of local development on production units engaged in small-scale fishing in the communities of the municipality of La Paz, Baja California Sur, where the income from this activity is not enough to cover the needs of local residents. This study aimed to establish degrees of underdevelopment and show inequities in local development. To do this, the Index of Fishing Underdevelopment was constructed and applied to fishing communities in the municipality. In general, the communities have a high degree of underdevelopment, and the small scale fisheries are perceived to be resilient. The index allowed us to understand the spatial structure of small-scale fisheries, and recognize the production clusters that encourage their performance. These results allow us to determine strengths and weaknesses of each fishing community, and to distinguish the efforts and actions to diminish current levels of underdevelopment.
