Abstract

The objective of this article is to determine whether the performance of the local public human rights organizations in Mexico is efficient or not, taking into account the complaint resolution instruments, such as conciliations and recommendations. The methodology used combines both quantitative and qualitative indicators, namely, the volume of received and concluded complaints, the volume of issued and complied recommendations, and whether the complied recommendations repair or not the victims’ violated human rights. For this purpose, a sample of two recommendations issued by the human rights commissions of Colima (0772017) and Chihuahua (05/2017) to public authorities are analyzed. The results show that the complied recommendations do not repair the violated rights of the victims, even though their implementation, and that these organizations have had a poor performance, despite the expensive amounts of money inverted on them. Therefore, it is concluded that the recommendations must be binding and that it is a priority to democratize the ombudsperson’s election process.
