Abstract

Objective: to identify elements of exclusion of vulnerable groups in reference to the implementation of Mexico’s National Drought Program, considering the case of the Río Valles Basin Committee. Methodology: the analysis is based on interviews with key actors and on the review of committee’s reports related to drought actions. Results: three institutional elements of exclusion were identified regarding the Committee’s governance: the space capture, the lack of a process of institutionalization and the lack of innovation in drought management. Limitations: further analysis of other cases is needed in order to extend the comprehension of the exclusion of vulnerable groups. Value: a social exclusion perspective is applied to understand the influence of social organization in drought management. Conclusions: current operation of the committee excludes vulnerable groups and compromises the implementation of the National Program according to its goals of governance and government decentralization.
