Water resources, which are characterized by scarcity and depletion, assume the emergence of water-saving behaviors that contrast with beliefs that water is abundant which are associated with wasteful behaviors. Such relationships intensify as civic associations negotiate the distribution of water since rather than generating a culture of conservation, an identity of wastefulness develops. This exercise of expounding and discussing governance-related dimensions of water resources is an attempt to anticipate the future of water mangement and its imponderable forms of sustainability.
