Abstract

The increase of the level of greenhouses gas emissions intensifies the climate change and its consequences, specially, in countries that they have contributed scantily to the climate change, but that are very vulnerable to its effects. The victims, who represent most of world population with few resources, suffer the consequences of a model of irrational and highly pollutant preponderant development in the industrialized countries. The climatic responsibilities are common, but differentiated: all the countries have helped to generate the problem, but in different measure, so much the level of emission of greenhouse gases, since the consequences of the climate change differ from a country to other one, depending on the economic, technological capacities and of resilience.
