Abstract

CARRILLO CALLE, Martín. The improvement of collective bargaining's coverage in Latin America. Rev. latinoam. derecho soc [online]. 2015, n.21, pp.3-29. ISSN 2448-7899.

The article takes as its starting point the goal set by the ILO's Agenda Hemispheric to promote decent work in the Americas 2006-2015, referring to the increase of collective bargaining's coverage, which allows to review the tests carried out in the 2007-2014 period, in order to extend the subjective scope of those who can exercise this right, in favor of public sector workers (Uruguay and Colombia); contractors and subcontractors (Chile); domestic workers (Uruguay and Brazil), and those working in free industrial economic zones (Nicaragua and Honduras).

As important as the labor done in the six reviewed cases is, there is still much to be done in order to bring closer Latin America's collective bargaining's coverage to the international average, so the articles finishes with a minimum agenda proposal for an impulse in promotional public policies of collective bargaining.

Keywords : Collective bargaining; public sector; outsourcing; domestic workers; free industrial economic zones.
