This paper proposes an analysis of the connection between social rights and the rules of access to resources based on the concept of solidarity democracy. The serious violations of social rights bear on restrictions on access and represent an obstacle to the realization of a material democracy. On the other hand, to give serious and longterm answers for the social problems to which the so-called second generation rights, and in the framework of a democracy of solidarity, it’s necessary to think more the current system of access to assets in favor of more plural norms and more democratic.
