There is a lack of analyses of the realization of rights in social services, beyond the dimension of their quality. This paper seeks to make a contribution to the development of an integrated social protection system with a right approach, placing the focus on placing its application in services and the multidimensional nature of rights. It builds a conceptual framework and discuss findings of empirical research involving documentary analysis and survey of managers and users of two elderly care services in Chile. Such services account for the public-private institutional arrangements under which social services are currently provided so that their study allows an even more comprehensive analysis.

The findings indicate that different dimensions of rights reach unequal degrees of realization. Equity, enforceability of rights, accountability and social participation, are identified as the weakest dimensions. In addition, the degree of realization of each dimension changes according to the institutional arrangements on which the services are provided, being these NGOs, municipalities, among others. These findings reinforce the need for integrative approaches in elderly care policies and questions some of the key foundations of Latin American care policies.
