Abstract

It is explored the Tepetitlán irrigation system transfer, a system that was part of Irrigation District 033 in Estado de México. We describe the construction of the irrigation system and its expansion; the impact of agrarian distribution; the start of administration by the Secretaría de Recursos Hidráulicos; and, finally, the transfer to users. We describe the transfer process and resistance by users to the bureaucratic model of transfer, as well as the problematic organizational process for users and the role of the Comisión Nacional del Agua in conflicts between users. We point out the flexibility of the Comisión Nacional del Agua in the transfer as Irrigation Unit as a result of the demands made by users. The case study corresponds to the analysis of the users' organizations which emerge in order to administer, improve and operate the irrigation system as a result of the transfer policy; and also, in contrast with the official history, the analysis of peculiarities in each Irrigation District.
