Abstract

We analyze several definitions of net neutrality; we find that a common element is that all definitions implicitly assume an open architecture network that favors the entry of new content providers. However, the definitions differ in the possibility for the last mile operator to discriminate in prices. We discuss vertical integration when there is competition among platforms and where there is not. We also touch on the literature of two sided markets. We discuss a model of two sided markets to analyze the problem of net neutrality. We find out that, in general, monopolies or oligopolies do not have enough incentives to generate the right price structure that internalizes all the network externalities. A policy of net neutrality is socially superior to a policy that allows the monopolies or oligopolies to fixe their charges freely. The paper argues in favor of a policy of net neutrality that allows for price discrimination based upon quality service to final users. We also argue against a policy that allows for last mile operators that give service to final users, to overcharge to content providers an extra charge for delivering the information to the final users. We propose a bill and keep interconnection agreement that reduces the market power that network operators exert. This has to be accompanied with a policy that favors the entry of various platforms by internet provision: Cable, telephone, BPL and WIMAX.
