This paper aims to analyze the predominance that the Partido Revolucionario Institucional (Institutional Revolutionary Party) had in the election of deputies in the state of Hidalgo in 2013, from a perspective of democratization and electoral competitiveness. It is a political party with low electoral competitiveness regarding the democratizing trend that underlies the country and the state of Hidalgo.

It is intended to provide an interpretation scheme of such permanence, contrasting the context of political democratization and electoral competitiveness that was recorded.
