Abstract

This article analyzes and evaluates the current method of election for the heads of the agencies of accountability. Its intention is to propose its transformation to a civic, neighborhood and community nature. The direct designation of these appointments has led citizens (and some government bodies of cross-sectional evaluation schemes) to undervalue accountability.

Before improving specific areas, a new method of election for municipal comptrollers is proposed considering management time and how they should conduct themselves, with the inclusion of citizen group participation. The aim is to make a more transparent system and provide greater certainty to the society about the activities of public institutions.
