Abstract

The debate about citizen participation is implicit as the imperative of ensuring greater direct intervention of the citizen in the construction of government decisions. Therefore, this research has as a general objective to contribute to the eminently theoretical reflection about a participatory model at the local level. The experiences in Mexico City are taken as references. Contextual and structural factors, the main actors, and the scope of citizen involvement are the factors under scrutiny. These, add up together, help to identify a level of skepticism in the sphere of government over citizen participation.
