Abstract

This article proposes an instrument to measure social cohesion from a non-normative perspective with respect to those used by the European Union and Latin America. In addition, it contextualizes and identifies the vulnerabilities and strengths of social cohesion from a local dimension -barrios (neighborhoods), communities or localities-, to obtain their measurement from the perception of individuals, a non-normative perspective. The problem of adding more indicators or variables to the instruments for measuring social cohesion in Europe and Latin America underlies a macro-social aspect, where the State, through statistical reports on this issue, implements public policies of social cohesion from a systemic aspect (normative), without taking into account the what and how to generate, reinforce or preserve social cohesion from the individual perspective.
