The rationalization in the exercise of power is a basic principle in any constitutional state. There is a need to reformulate the mechanism of configuration of the state government cabinet in Puebla. It needs to have parameters and political means to empower the appointee of secretaries of state. It would be a pertinent way, to avoid centralization and, the rationalization of power. In this context, the local congress must have a leading role in the selection of human resources assigned to the administrative jobs in the state of Puebla’s centralized public administration.
