International migration of workers can be explained by the so-called push and pull factors between developed and underdeveloped countries. These factors are activated as a result of the contradictions and severe inequalities produced by the capitalist system. As such, this paper analyses the conditions and policies that have enabled three labour-expelling countries -Sweden, South Korea and Spain- to reverse this migratory tendency, as well as the reasons why two countries -Mexico and the Philippines- have not yet been able to do so; instead they continue to expel their labour force. From our point of view, it is only possible to invert migratory phenomena through a development policy directed by the State, considering that international migration has so far been unable to generate higher levels of development in Mexico or the Philippines, after four decades of sending workers abroad.
