Abstract

TUIRAN, Rodolfo  and  AVILA, José Luis. Migración calificada entre México-Estados Unidos: Desafíos y opciones de política. Migr. desarro [online]. 2013, vol.11, n.21, pp.43-63. ISSN 1870-7599.

This article estimates the volume of skilled migration from Mexico to the United States in the period 2000-2012, including those who, after living for a time in the neighboring country to the north, returned to Mexico in the latter half of the last decade; it outlines, for both types of migratory flows, their socio-demographic, employment and economic profiles. Taking into account the recent evolution and growing importance of this phenomenon, the article critically reviews the proposed principles of its conceptualization, the trends of migration policy and their relevance for countries like Mexico. Lastly, it proposes a research plan on this topic, including the impact of skilled migration on the nation's capability for innovation, while suggesting policy options for international skilled migration, which rather than leading to the permanent loss of human capital, could represent an opportunity for national development.

Keywords : skilled migration; economic development; science; technology; Mexico-United States.
