The new environment of competitive democracy in Mexico, where no single political party has the majority in Congress, has made a reality the risk of a divided government and of legislative gridlock, present in presidential regimes.
The political reform achieved in August 2012 was the result of an intense discussion and negotiation processes, which sought to establish mechanisms in favour of the creation of legislative majorities and the effective capacity of government, or governance. This article analyses the topics subject to debate and the context in which it took place, as well as the implications, with reference to its theoretical support. It is concluded that the aforementioned political reform contains significant advances, and it reflects on possible future modifications.
