Abstract

Democracy cannot be left out of development, and its development cannot exclude the contributions that the Web has to offer. The increased capacity of time, speed and informative, communicative, and deliberative transfer the Web provides impacts representative democracy in overcoming the disaffection of citizen participation in the quality of government and governance. As such, the Web transforms the tasks of politicians in their careers and public service; it develops an open government and influences the citizen to justly demand their rights. The very deficient condition of representative democracy and the evolution of the Web are useful to establish in this paper the conceptual framework of the political Web. With these parameters, we evaluate the case of e-governance in the Mexican state of Nuevo León, and from that case conclusive critical reflections and suggestions are established.
