Abstract

CRUZ JIMENEZ, Graciela. Two experiences of tourism policy and governance: Metepec and Toluca. El periplo sustentable [online]. 2018, n.35, pp.242-267. ISSN 1870-9036.

This article contrasts the theoretical assumptions of governance with the tourism policy adopted between 2014 and 2016 in the towns of Metepec and Toluca, in the State of Mexico. The analysis shows that, in both cases, the formation and execution of this policy is far from what governance poses regarding the greater involvement of non-governmental actors in decision-making. The Network Approach of Public Policy (ERPP in Spanish), used as methodological tool, allowed to conclude that in both cities the exercise of power lies in the government actor, which leaves slim chances for action to other actors who might support a better tourism practice.
