Abstract

The object to the study is make the diagnosis of organizational culture in a Public Higher Education Institution, to identify the cultural elements that facilitate or hinder the process of performance evaluation of academic staff. The study was made through the design of a model of organizational culture diagnosis composed of nine variables: Organizational Profile; Communication; Environment to Performance Improvement; Internal Policies and Regulations; Identity and Sense of Belonging; Style Directing; Performance Evaluation Process; Motivation, Recognition and Incentives to Performance; Training and Development. The results are described in terms of strengths and weaknesses of the evaluated variables, on the basis of which the cultural elements were detected that facilitate and limit the evaluation of the performance of the academic staff of the University. The facilitating elements are associated with the institutional values, the communication structures, the induction and involvement practices, and the beliefs and expectations; while the limiting elements are the competencies for communication, the physical and administrative arrangements, the emphasis in the control of the performance evaluation, and the lack of rituals to acknowledge the performance.
