Abstract

Policy models of science, technology and innovation (STIP) and quality models applied to higher education (CES) have changed in recent decades. From a survey of literature, a comparative analysis of the relationship between the two types of models is performed, looking for a possible coevolution between them. This comparison allowed to show some historical coevolution between models. At two different periods, clear conceptual relationships between the general principles of both types are identified: a) the linear model of STIP and the isomorphic model CES; b) current systemic and interactive models for STIP and the CES model for equity. In the transition between the two periods there is a vague relationship. Hypotheses are put forward that are generated by these relationships and show a combination of models arises as well as a disruption between discourse and reality.
