Abstract

In recent years, the number of social programs designed and funded by local governments in Mexico has increased. However, in most of these cases the public policy process is not thoroughly followed: for a number of reasons, most of those programs are seldom subjected to evaluations. This article delineates the methodological basis for the implementation of a evaluation framework for the programs Mujeres jefas de familia y en condición vulnerable and Por ti adulto mayor, promoted by the government of Zapopan, Jalisco. This proposal aims to contribute in the design of a system that allows for the evaluation of these programs’ results and impact, as well as the perception that target populations have about them. The proposal draws upon an analysis of technical, economic and political feasibility; it also discusses administrative issues and regulations that would facilitate its implementation.
