Abstract

Today customs face rapidly changing environment: changing patterns of production and consumption, increased international trade, new global threats (organized crime, climate change, etc.). In this context, customs play an essential role in ensuring a permanent balance between protecting society and the simplification of trade (Zamora and Navarro, 2015). As innovation is an essential element of the reform and sustainable modernization of customs, as well as ensuring compliance with all the functions thereof but also allows confronting the challenges and exploiting the opportunities offered by international trade (OMA, 2013a). This research aims to identify how efficient or inefficient customs of 18 countries in the Asia Pacific region including Mexico’s customs and determine technological change in each of the offices of the aforementioned region, taking as technological change reference 2014 and 2015, for which the methodology of data envelopment and Malmquist index is used. According to analysis more efficient customs in the period analyzed (2014 and 2015) are Brunei and Singapore, while in 2015 only showed efficiency values customs of New Zealand, Peru, the Philippines and Chile. The results show that the processes of innovation and technological change are essential for improving productivity in customs and although they are not the only factor that can influence the improvement of efficiency are highly impressive factors in the performance of same.
