Under a context of constant political and social transformation, Mexico faces the challenge of consolidating its collective action, and with it, the participatory schemes of its citizens, today considered pluricultural. From this ethnic and multidimensional perspective, the article presents some expressions related to the exercise of citizen participation in the municipality of Huehuetla, Puebla. The research was developed in two phases and its methodology included an ethnographic compilation, the development of in-depth interviews and the application of surveys. The results revealed that more than three-quarters of the studied population reached high levels of citizen participation, along with the baggage of ideas, local participatory structures and practices, which refresh the participatory exercise and dimensions related to direct leadership, opinion and claim, civic and electoral participation of the population.

Keywords : citizenship; civic culture; opinion and complaint; participation; electoral processes.
