This article seeks to define the basic concepts and levels of analysis must be, from an organizational perspective, the study of the processes of governance at the local level. The operation is explained on the assumption that results from the actions of members of various public organizations in the three levels of government. This process of interaction is the product of social transformations, greater electoral competition locally, and the decentralization of federal government spending.
