Abstract

Considering that granting information access is a key element for the development of a country, it remains essential that the Government searches and implements the strategies or methods required so that the aforementioned service to any citizen is guaranteed. In Mexico the General Transparency and Public Access to Information Law, disclosed by the Official Journal of the Federation, regulates Governmental Agencies, and it seeks to guarantee the right to access the information generated by these Agencies; amongst these Agencies there are Cadastral Departments in charge of Geospatial Information. In the State of Colima, the Cadastral Office has at its disposal a system to grant access to Cadastral Information, however, the system no longer suffices its services and lacks availability, due to being implemented with licensed software. This applied research introduces the design and implementation of a Cadastral Geoportal for the Visualization of Cartography and Integration of Geospatial Services, starting its development in March 2019, utilizing open code technologies. The development methodology Agile Unified Process (AUP) was selected for the software engineering process, given that it allows managing risks and prioritizing system functionalities, making incremental deliveries in each iteration. As a result, in November 2019 a Geoportal was implemented; including a cartographic visualizer for rendering and layer consultation, an administration module to manage layers, geospatial services and users, a geospatial services module with the Map Web Service standard so that information can be interoperable. The implementation of the Cadastral Geoportal implied a development with innovative vision, utilizing open code tools (Leaflet, CodeIgniter, GeoServer, PostGIS, among others) that allow costs reduction and a broader availability of information for users and cadastral departments, as well as the interoperability of information between different governmental agencies.
