Abstract

Objective:

Analyzes the way in which public policies related to agricultural insurance as an instrument for risk management, have formed the current National Insurance System for the Rural Environment (SNAMR).

Methodology:

Documentary information was used, and descriptive analysis was applied to databases related to the operation of the insurance in the different stages of development.

Results:

The historical analysis of the development of the insurance reflects three stages. It starts from the beginning of the insurance offer in a mutual scheme. Later going on to a state monopoly until achieving a current scheme of public-private association in which the state promotes the participation of Insurance Funds insurance and private companies;

Limitations:

The information about the operation of the Insurance Funds is not public, so we worked with aggregated information.

Conclusions:

In the last 28 years, on three times, the indemnities paid have exceeded the premiums collected. This shows the technical and financial viability of agricultural insurance; although Mexico has a regulatory framework strengthened by its historical experience in insurance management, which has been oriented towards the development and penetration of agricultural insurance, this objective has not, yet been fully achieved, since the Market sustainability is largely granted by the State.
