With the purpose of knowing how transparency has positioned itself in the electoral field, given that it is a public tool that contributes to the consolidation of the democratic system in Mexico, the doctrines of some classic and contemporary thinkers are analyzed to help to understand how the evolutionary process of this figure has been until today. In addition, theoretical-legal elements are provided, through the application of the logical historical method, in order to analyze the development of government transparency and its implementation in Mexican public electoral bodies, over time.

The objective is to determine the way in which communication channels can be improved with the population, since one of the main problems that obstructs the development of transparency is that citizens do not have the culture to require information to the authority, that is to say, they only come from this through speculation and is based on different sources of information, without going to the primary source that is the authority itself.
