Abstract

This paper discusses some of the problems that democracy in Europe now faces, especially those related to the use of the concept of Nation-State. It is true that this concept was precisely the one used to ground the emergence of modern European states. However, that same concept has now enabled a different path to be taken today to the extent that it demands a distinct Europe, the Europe of nations, which tries to occupy the place of the old Europe of States. Both paths, both the initial one of the traditional Nation-States, and the new one of nations that claims their own Statehood possess the same philosophical-political foundation the concept of the Nation-State. This work, therefore, reflects on this concept. This would lead us to raise the reason for its ambiguity. To do this we must understand the mechanism of how it works, which would enable us to highlight that the concept of Nation-State is based on a double universality.
