Abstract

This article intends to show the simplification into the informal employment analysis, where it doesn’t make the distinction that allows distinguish between two different problems: one focused on the nature of the informal employment and other focused in the policies that could be applied over it.

Second, we shall proceed to show that through just one indicator (“informal employment”) it is use to characterize two different phenomena: 1) the not-registered employment belonging to modern businesses, and, 2) the not-registered employment belonging to small businesses of the informal sector. It is necessary point out that the informal sector also named “structural informality” is a large problem among Latin-American countries, due to the heterogeneous nature of their social structures that combine undeveloped sectors with other moderns and productively developed.

Hence, the main goal is to characterize a better understanding about informal employment, testing two hypotheses. On one hand, that the no structural differentiation of the informality prevented a good diagnostic over the origin of the problem and an accurate policy to face it. On the other, that the evolution of the informal employment depends of the kind of structural insertion of the productive units.
