Abstract

Studies about the creation and deviation of tade in relation to Mexico as a member of nafta have not only shown unfavorable happenings in relation to Mexico´s internal market, but also certain signs of managed trade. In fact, Mexico´s situation has recently become worse due to the existence of non-tariff measures (NTMS), which are the principal reason for, or at least a significant way of trade distortions. Therefore, the aim of this investigation is to analyze those ntms that apply to Mexico in the context of nafta relations with third country members (such as China), and the rest of the world. The analytical methodology used consists of a net visualized as clusters. The conclusions show that, Mexico endures a situation very disproportionate (out of scale) in relation to the rest of the Treaty´s members. In addition, it is, therefore shown that these measures -that presume to be an extension of national projects, institutional maturity, and above all governments´ autonomy, then their imposition due to strategies that do not remain outside of trade agreements.
