Abstract

The object of study of the present investigation, it is based on an offer of public policy of transparency and account surrender on Paraguay, since there has been very few political will on behalf of the leaders for establishing some policy that helps to the eradication of the above mentioned phenomenon.

The problematics is that the transparency is not a policy of State, since to 19 years of democracy there does not exist a law of access to the information and the advances in the normative plane they are ignored, there are no judicial sanctions not social. For what the principal aim has been to analyze public policies of transparency that are feasible of be applying in Paraguay and to contribute that way to the eradication of the corruption that so much damage it has done to the country.

Being the methodology of work the summary of information across bibliographical cards, documentary information and electronic means of the network net, with which it was possible to investigate one without number of reasons and consequences of the problem, and from there, took the most suitable considered alternatives to do the offer, this way we come to the conclusion of that the civil participation in the fight against the corruption is key.
