Abstract

Fiscal evaluations to municipal governments are important, to make proposals and improve fiscal federalism. Hence, the objective is to analyze if the transfers promote greater equity among Mexican municipalities and if they contribute to improving their fiscal management. A quantitative method based on two indicators (own income and dependence) and valued by the gini index to measure inequality is used. The results show that the transfer of transfers decreases interregional inequality by more than 50 percent, however a tax relaxation is evident, especially in more dependent municipalities with tax revenues of only 2 to 4 percent with respect to total income. Some limitations of the work are the lack of information for some years and the grouping of municipal revenues by state. The findings can be useful for formulating other publications, following up on the evidence found at the regional level, specifically in more dependent governments. The originality lies in analyzing the impact of transfers, regional equity and municipal fiscal management.
