This paper presents the results of the review of the Common Curriculum Framework in upper secondary education in Mexico from the civic and ethical training approach that has been consolidated in the Ministry of Public Education, based on the efforts of several actors and social institutions in different years. A historical review of the transition from civility to civic and ethical education in the 1999-2000 school year is incorporated, as it is considered a strategic reference that facilitates the identification of challenges in the articulation of basic education and upper secondary education. In the case of basic education, for the last 23 years, a set of curricular, extracurricular, and non-school actions have been systematically promoted with the support of different institutions. On the other hand, the same does not happen in the types and modalities of upper secondary education, as evidenced in this work, since this educational level attends young people around the ages of 15 to 18. It is necessary to explain this situation because as of 2012, upper secondary education in Mexico is compulsory, and it has the commitment to “train for competent citizenship”.
