The objectives of the work are to analyze the forms of productive organization of the dairy system of the Central Valleys region in Querétaro and to recognize the different forms of governance that have been constructed based on the interaction of productive agents and their territorial organizational incidents. The methodology is based on the milieux innovateurs approach that allows documenting the effects of the technological change process of the dairy system on the dairy system and analyzing the territorial competitiveness through the evaluation of the impacts on the level of efficiency with which the companies combine their human resources, technological and capital markets at the regional level. The general question that governs the research is: What concessions (advantages, privileges, benefits) have the actors of this territory built to deploy processes of technological change effective in the competitiveness of the regional dairy system? As a result, it was found that the main consequence of the local interactions around the dairy in Querétaro responds to the strategies of the global level rather than to a vision of regional development, nevertheless to possess this territory cultural, natural vocation and to manifest itself as an innovative means. The main limitation was due to insufficient information on the internal organization of the large companies of the conglomerate studied. The conclusions indicate how the different uses of natural resources and human potential have redefined the patterns of milk specialization and have helped to concentrate the income of the soil in a selected group of actors in the territory under study.
