The aim of the study is to analyze the changes in development models with dynamic innovation capacity at PDVSA-Occidental. This is a descriptive and analytical study. Documents were reviewed, and interviews and a survey carried out. The findings show that the management under study was aware of changes relating to the social concept or focus, emanating from the National Executive which the PDVSA assumes in its character as a strategic State enterprise. No changes were seen in the models indicating the development of advanced dynamic innovative capacities. There is no knowledge management or organizational practice. There is no evidence of a move towards an adequate correlation of productive, technological and innovative capacities in the managements studied at this company.
