In 2014, the National System of Conservation Areas (SINAC) of Costa Rica bid the project for the Tourism Development Plan of the County of Guatuso and the district of Curubandé in Liberia, Guanacaste. Project funds came from the Inter-American Development Bank (IDB) through the IDB-Tourism project. The Sustainable Urban Development Research Program (ProDUS) of the University of Costa Rica won the tender and carried out the project. As part of the results, ProDUS-UCR found out the problem of lack of planning in the “Rio Frío” basin and the consequent negative impact on the tourism sector.
