This research analyzes the public value of open data in government and nongovernment web portals on housing for Guadalajara, with the aim of identifying which category offers the greatest public value to its inhabitants. For this purpose, qualitative indicators of open data and their public value were defined, with which the portals were assesed; we found that non-government portals offer open data with greater public value than government ones. This research represents a novel analytical approach to the evaluation of open data and their public value.
