As the use of concepts such as citizenship and construction of citizenship has become generalized in different Latin American political and academic spheres to refer to specific aspects of the ongoing socio-political processes, a veritable semantic and political confusion about them has been generated. That is why, with the aim of contributing a better intellection and academic and political use of these notions, this article submits to the readers' consideration a conceptual and methodological preparation that starts by clarifying the concept of citizenship; in a second moment, this first concept is related with the one that is intended here to be understood as construction of citizenship in order to, finally, in a third moment, articulate both notions with another that is also proposed, the notion of complex collective action of democratic participative action (ACCDP), which is deemed to be useful to locate, analyze, interpret and project strategically the different systems of collective action generated according to the construction of citizenship rights and substantive democracy. The latter notion results useful, in addition, to make evident those collective processes which, in spite of the fact that they are self-proclaimed constructors of citizenship, they are, in fact, spurious.
