During the decade of the nineties, it was possible to observe in Latin America a significant increase in criminal violence. It is not surprising that at the end of the past century an increase can be observed in the demand for public and private security services, the extended use of different types of electronic surveillance and security devices. In this context of securitization, in the next decade and a bit after 9/11, another much different scenario directed to the fight against terrorism and organized crime can be connected. However, this process is not only a result of the exportation to Latin America of certain logic of security established in the United States after the attempts on the Twin Towers. More so, this event comes to accelerate and reinforce a process which in a large part of the Latin American countries are consolidating; a specific process for the implementation of control devices over those sectors that, are thought to be responsible for criminal violence: of those excluded and marginalized of the urban spaces in large Latin American countries. This paper attempts to show how it has been possible that security emerged, within so much principle of social organization in Latin America.
