This work problematizes the origin and development of the rural police in Tamaulipas. The first objective is to study the process of establishing and organizing the police force; the second, is to examine the social profile of the rural chief of police; the third, is to explain the activities undertaken by the rural police against banditry. The hypothesis states that yes, in effect the establishment of the rural police obeyed the national policies of public security. According to the Constitution of 1824, the states of the country were authorized to organize within its respective entities, rural police forces. However, this strategy was not implemented in Tamaulipas until 1826, year in which the governor, Lucas Fernández, decreed the establishment of the rural police.
