After Donald Trump’s very disappointing performance, when the environment, and particularly the issue of climate change, were not only abandoned, but even backpedaled, under Joe Biden’s administration, an opportunity exists to recover what was lost and advance substantially. Climate change has both an international and a national aspect. The former is linked to the degree of U.S. commitment to the world and multilateralism, while the latter basically is linked to promoting the fossil-fuel-industry economic sectors versus those in favor of renewable energy. The Biden Plan is based on the idea that economic recovery, competitiveness, employment, and even social justice are all linked to each other and can only be achieved in the framework of a broad economic project and green investment. This article assesses the political conditions the new administration will have for achieving its green plan and analyzes what its biggest obstacles and possibilities will be.
